COUNCIL RULE 4.505 DISRUPTION OF MEETING  
Any person who disrupts a regular meeting of the City Council, standing committees,  
special or select committees, sub-committees or any other public meeting presided over  
by a City Council Member may be forthwith barred, removed, or otherwise ejected, in  
the discretion of the presiding officer, from further attendance at that meeting. If  
necessary, due to the nature of the disruption, the audience may be cleared from the  
Council Chambers or meeting location in the discretion of the presiding officer.  
Any person who refuses to leave the City Council Chamber may be subject to arrest.  
Disruption of a meeting includes the following types of behaviors:  
1) Any form of political campaigning or electioneering regarding a specific candidate or  
group of candidates in City elections;  
2) Impeding the orderly progress of the meeting by shouting, yelling, whistling,  
chanting, singing, dancing, clapping, foot stomping, snapping fingers, cheering, jeering,  
using artificial noise makers or musical instruments, waving signs of any size, or  
engaging in any other display of excessive noise, sounds, or movement;  
3) Displaying or waving signs of any sort, except where used to support the speaker’s  
presentation at the podium, and only where the sign is 21 inches by 21 inches or smaller  
in size and cannot be displayed in a manner which unreasonably obstructs the view of the  
dais for any member of the audience, regardless of message;  
4) Audible noise from cellphones or other electronic devices;  
5) Consumption of alcohol or controlled substances;  
6) Making vulgar or offensive remarks or gestures, or using threatening language or  
gestures, including but not limited to pantomiming discharging a firearm, choking, or  
throat-cutting;  
7) Refusing to stop speaking when his or her time has expired or is otherwise directed  
by the presiding officer to do so due to disruptive behavior as described herein;  
8) Returning to the meeting after having been removed or ejected, or attempting to do so.

Mr. Peterson explained the amendment. It was moved and seconded.  
There was discussion about the reason and purpose of this renaming. CM Boylan said that the NCSPHS  
amendment to just rename a portion of the street serves as a compromise that makes sense since the  
street is disjointed in shape. CM Salem expressed his opposition. CM White said he was going to move  
for a withdrawal, and CM Freeman agreed. CM Gay talked about preserving history. CVP Howland said  
that it would make more sense to rename one of the adjacent streets (Orange or Hubbard) closer to the  
rose arbor. CM Amaro noted that the renaming request came from the property owner, not the district  
council person.  
The NCSPHS amendment was approved with a 4-3 vote (Freeman, Gay and Salem in opposition)

Mr. Dennis spoke about the appointee's history of employment and service in the housing sphere. He  
also noted the residency waiver, as the appointee lives in St. Johns County.  
Carla Schell, OGC, explained that Section 50.102(b), Ordinance Code specifies that non-Duval  
residents must maintain a substantial economic business interest or substantial philanthropic interest in  
Duval County. Ms. Schell said that although the appointee previously worked in Jacksonville, she does  
not currently. CM Freeman asked about conflicts of interest because the appointee worked previously  
for an entity that receives City funds. Mr. Dennis said that appointees complete an ethics  
self-assessment to identify such conflicts.  
CM Salem spoke in support of Ms. Nazworth. Ms. Schell explained that, using the information  
available about the appointees business interest in Duval County, the bill would require a double  
waiver, one for residency and one for qualification. CM Freeman asked if such an amendment would set  
precedent.  
NOTE:  
Pursuant to Ordinance Code Section 50.102(c), the bill sponsor shall appear before the  
Rules Committee at a meeting separate and prior to the appearance of the appointee, to establish  
and debate the requirements of the substantial business and/or philanthropic contribution of the  
appointee and/or the reason for the waiver of the requirements of Section 50.102.
