COUNCIL RULE 4.505 DISRUPTION OF MEETING  
Any person who disrupts a regular meeting of the City Council, standing committees,  
special or select committees, sub-committees or any other public meeting presided over  
by a City Council Member may be forthwith barred, removed, or otherwise ejected, in  
the discretion of the presiding officer, from further attendance at that meeting. If  
necessary, due to the nature of the disruption, the audience may be cleared from the  
Council Chambers or meeting location in the discretion of the presiding officer.  
Any person who refuses to leave the City Council Chamber may be subject to arrest.  
Disruption of a meeting includes the following types of behaviors:  
1) Any form of political campaigning or electioneering regarding a specific candidate or  
group of candidates in City elections;  
2) Impeding the orderly progress of the meeting by shouting, yelling, whistling,  
chanting, singing, dancing, clapping, foot stomping, snapping fingers, cheering, jeering,  
using artificial noise makers or musical instruments, waving signs of any size, or  
engaging in any other display of excessive noise, sounds, or movement;  
3) Displaying or waving signs of any sort, except where used to support the speaker’s  
presentation at the podium, and only where the sign is 21 inches by 21 inches or smaller  
in size and cannot be displayed in a manner which unreasonably obstructs the view of the  
dais for any member of the audience, regardless of message;  
4) Audible noise from cellphones or other electronic devices;  
5) Consumption of alcohol or controlled substances;  
6) Making vulgar or offensive remarks or gestures, or using threatening language or  
gestures, including but not limited to pantomiming discharging a firearm, choking, or  
throat-cutting;  
7) Refusing to stop speaking when his or her time has expired or is otherwise directed  
by the presiding officer to do so due to disruptive behavior as described herein;  
8) Returning to the meeting after having been removed or ejected, or attempting to do so.

Excused:  
CM Amaro offered an amendment. Ms. Schell explained that the amendment would change the  
geographic boundary for the Renew Arlington Advisory Board member qualifications for Categories 2  
and 5 to be within Council District 1. The motion was seconded.  
CM Clark-Murray asked for the rationale for the boundary changes. Karen Nasrallah from the Office of  
Economic Development explained that they have struggled to get new board members because the  
current boundary requirements are too restrictive. These vacancies often lead to a lack of quorum for  
meetings, which then results in action not being taken on items. The expansion of the boundary would  
allow for a broader pool of candidates.  
CM Boylan asked if individuals had been identified for the seats and if there were plans to support their  
transition into the board member role. Ms. Nasrallah said members were very active in the community,  
attended meetings, and were well-informed. She added that they also hold an initiation for new board  
members, during which the redevelopment plans are explained along with relevant statutes.  
CM Salem asked Ms. Nasrallah whether she thought expanding the boundary to include all of Council  
District 1 was needed, rather than a more gradual increase of 3 miles in any direction. Ms. Nasrallah  
said that in one direction, an increase of three miles would be across the river and include the Talleyrand  
area, which is not part of Council District 1. She added that once the commercial corridors of University  
Boulevard, Merrill Road, Arlington Road, and Fort Caroline are fully redeveloped, there will be a ripple  
effect on the communities within Council District 1.  
CM Amaro reiterated Ms. Nasrallah's statement and said it was common sense to expand the boundaries  
to include all of Council District 1.  
CM Boylan asked why not apply the same rule to the King Soutel area and include all of District 10 and  
requested Ms. Nasrallah’s thoughts on that. She said she had no objections to that change. CM Boylan  
suggested acting on CM Amaro’s amendment, after which he intended to introduce another amendment  
to apply a similar boundary change to the King Soutel CRA Board. CM Clark-Murray asked to be added  
as a co-sponsor to the bill.  
The Amaro amendment was passed unanimously.  
CM Boylan moved an amendment to expand the boundaries for eligible King Soutel CRA board  
members to include all of District 10. The motion was seconded.  
CM Salem said he was not comfortable moving the amendment forward since CM Pittman was not  
present to comment on it. He asked if Ms. Nasrallah had discussed this with CM Pittman. Ms. Nasrallah  
said that she had not but was willing to speak with her. CM Salem said he would not support the  
amendment before CM Pittman was briefed and provided input.  
CM Clark-Murray said that she shared CM Salem’s concern that the district CM had not been made  
aware of the change.  
CM Amaro said that the King Soutel CRA has had its distance requirements waived in the past and  
reckoned that CM Pittman would agree with the change, though he agreed with the other CM’s desire to  
inform her before moving forward.  
Mr. Peterson added that King Soutel CRA included Council Districts 8 and 12 along with District 10.  
CM Boylan withdrew his motion to amend. The bill was moved and seconded as amended.  
AMENDMENT  
1. Revise the qualifications for the Renew Arlington CRA Advisory Board members to 1) require  
the business owner member to own a business located within Council District 1 (rather than  
within 1-mile of the CRA boundary) and 2) require the citizen members to live within Council  
District 1 (rather than within 3-miles of the CRA boundary and east and south of the river)  
2. Correct scrivener’s error

CM Salem asked Mr. Peterson to verify that the General Fund Operating Reserves dollars being  
appropriated by this bill had been previously allocated and then fell into the Reserves. Mr. Peterson  
confirmed that the dollars had been appropriated in 2024 and that the contract allowed them to be  
carried over to September 2025, at which point they were returned to Reserves. CM Salem asked CM  
Johnson what changes had occurred to make him hopeful that the project would proceed. CM Johnson  
said that Judge James Ruth was now the Chair of the board responsible for overseeing the project and  
had explained the plan.  
CM Boylan asked if the grant agreement was on a reimbursement basis. Mr. Peterson explained that the  
agreement authorizes a 25 percent advance. The organization is then required to provide evidence that  
the advance was spent to qualify for future reimbursements.  
CM White, Clark-Murray, and Amaro asked to be added as co-sponsors. CM Amaro asked whether  
there were people ready to begin work on the site and whether the funding in the bill would be sufficient  
to accomplish it. CM Johnson said the funding would support roof repairs to avoid demolition by  
neglect. CM Amaro asked if the organization had any relationship with a nearby church. CM Johnson  
said that the organization was its own separate entity.

CM Freeman explained that his bill was born out of CM Arias’s workforce initiative bill, which did not  
include local unions. He offered an amendment to address some issues raised by the Council Auditor,  
which Mr. Peterson explained. The Auditor’s recommended amendment was moved and seconded. It  
was approved unanimously. The bill was moved and seconded as amended.  
CM Clark-Murray asked why reporting was required annually and whether it was due to the enrollment  
also occurring annually. CM Freeman said the program's electrical component had two enrollment  
periods, one in the spring and one in the fall. He added that there were other programs with different  
enrollment timelines. Mr. Peterson added that JGAA stated that the program had a single, annual  
enrollment period starting in September. He further explained that once enrollees enter the program,  
JGAA will send the City documentation. The City will then pay JGAA $2,500 for each qualified  
enrollee.  
CMs White and Salem asked to be added as co-sponsors. CM Amaro also asked to be added as a  
co-sponsor and said the amendment added merit to the bill since it protects the City’s investment and  
motivates students to complete the program.  
CM Boylan asked for a definition of “qualified enrollee.” Mr. Peterson said that a qualified enrollee was  
defined as a program-eligible Duval County resident who is enrolled in one of the JGAA apprenticeship  
programs, including electrical, sheet metal, plumbers and pipe fitters, operating engineers, and  
carpenters.  
CM Freeman asked Mr. Delaney if apprenticeship programs were among the Administration’s  
priorities. Mr. Delaney said he would get back to the Council once he has an answer, adding that he did  
not see any potential objections. CM Gay requested an update in the upcoming Rules Committee  
meeting. Shortly thereafter, Mr. Delaney received word that the Administration supported the bill.  
CM Clark-Murray asked to be added as a co-sponsor.  
AMENDMENT  
Extend term of contract to 9/30/28 and require reporting on status of enrollees one year after  
payment by City. Any enrollee who is not still in the program would result in a repayment to the  
City of the $2,500 from JGAA.  
• Appropriates $675,000 from the designated contingency account established by Ord. 2025-781-E  
to provide funding to the Jacksonville General Apprenticeship Association, Inc. (“JGAA”) to  
support apprenticeship and certification programs for qualified Duval County residents  
• The City will pay JGAA $2,500 for each qualified enrollee upon enrollment, regardless of  
continuation in the apprenticeship programs, and the number of qualified enrollees will be  
determined once annually on September 1 of each year during the program term  
• Authorizes carryover of funding through fiscal year 26/27  
• Waives the requirement in Code Sec. 118.107 that City funds appropriated to nonprofit
