Legislative Process

The City Council is the legislative body for the City of Jacksonville's consolidated government. The City Council takes official action in one of two ways - by Ordinance or Resolution. Ordinances and Resolutions are collectively referred to as “bills” or “legislation.”

When a bill is properly drafted and ready for introduction, it is then submitted to the Legislative Services Division for processing and placement on the Council agenda. Legislative Services assigns every bill a number and a file that contains all backup information submitted to the Council, the Council Secretary, or the Legislative Services Division.

All bills are assigned to one or more of the five Standing Committees made up of Council Members for recommendations to be made to the full Council. These Committees meet during the first and third weeks of each month in the Council Chamber in City Hall (117 W. Duval Street, 1st Floor). Legislation flows through Standing Committees before going to the full Council for a vote.

The full Council meets on the second and fourth Tuesday of each month at 5 p.m. in the Council Chamber in City Hall (117 W. Duval Street, 1st Floor).
